ALOR STAR, Sept 9 — The Kedah Public Service Commission (PSC) insists that State Secretary Datuk Wira Mohd Puat Mohd Ali had been cleared of any wrongdoing, dismissing a report by the Malaysian Anti-Corruption Commission (MACC) of alleged irregularities.
Kedah PSC chairman Datuk Wira Ismail Hamid had carried out a five-month investigation into the allegations against Mohd Puat.
“We found him clear of any wrongdoing. We had informed the State Secretariat of our detailed findings last November,” he said.
MACC had investigated Mohd Puat, who was then the state financial officer, and found several irregularities including awarding three road maintenance contracts worth RM980,000 each to three contractors without referring them to the state secretary or state council meetings.
The anti-corruption body also noted that one of the contractors awarded the job renovated the house of  Mohd Puat’s brother-in-law which he later moved in to.
MACC advised disciplinary action to be taken against Mohd Puat under the Kedah Public Officers (Conduct and Discipline) Regulations 2007.
The letter and report were sent to the State Secretariat on May 13, 2013.
Malay Mail carried a report headlined “Probed by MACC, made state secretary” on August 13.
Mohd Puat was named the state secretary on June 5 last year, replacing Datuk Wira Rasli Basir.
Ismail said claims of Mohd Puat giving away projects were untrue.
“The contracts were awarded by the state government after the green light from its executive councillors during a meeting. Mohd Puat was only overseeing all state-related contracts as the state financial officer,” he said.
Ismail also said the contractor who renovated the house of Mohd Puat’s relation had a “good track record” and “won the tender based on his merits”.
“Based on our investigations, there was no conflict of interest as Mohd Puat had no influence over the outcome of which contractor would be given the tender,” he said
Mohd Puat claimed there was a concerted move to get rid of him as he was cleared by the state PSC of any wrongdoing. He is due for retirement on November 4.
